Partners
Christopher P. Doherty
Chris has been working in the Social Security arena since 1981 and has been practicing law in this exclusive area since 1987. He brings a depth of knowledge and is a frequent lecturer on Social Security topics. He uses his vast experience to assist his clients in getting through the Social Security maze. He knows the ins and outs of the disability business. Chris practices out of our Massachusetts office and is a graduate of Tufts University and Suffolk University Law School. He is married and has five children.
Laura Cella-Donovan
Laura has been representing clients before the Social Security Administration exclusively since 1992. She comes from an insurance industry background having been employed as a Claim Representative for Travelers Insurance Company. She co-authored West’s supplement to Massachusetts Administrative Law & Practice. She practices out of the Massachusetts office and is a graduate of Boston College, Suffolk University Law School, and Suffolk University School of Management. She is married and has two children.
Martin E. Keane
Martin is the managing partner of the firm’s Washington DC office. He has practiced exclusively in the Social Security disability field since 1992. Martin comes from an insurance industry background. His work in the insurance industry prior to private legal practice adds an important element to the firm’s service capabilities. Mr. Keane is a graduate of the College of Holy Cross and is a cum laude graduate of Suffolk University Law School. Martin is married and has four children.

Barbara A. Mountain
Barbara has over 17 years of disability claims and Social Security Disability experience. She is the primary contact with all National client companies, and she is responsible for customer satisfaction, retention, service, quality control and training.
Barbara began her career with the Social Security Administration where she worked for seven years as a Social Insurance Specialist with expertise in Social Security law and Supplemental Security Income law. In addition to her duties as a Social Insurance Specialist, Barbara acted as a Public Relations/Public Information liaison for the Social Security Administration.
She then moved on to a leading disability carrier as their Social Security Assistance Program Manager. Under her direction their Social Security program set the industry benchmark, assisting 99% of LTD claimants with applying for, and securing, Social Security benefits. Barbara held a variety of increasingly responsible positions from managing their Subrogation Unit to taking over as the Director of Training, while maintaining her stewardship of the Social Security Assistance Program. In her most recent role with disability claims, Barbara was an Assistant Operations Manager, directing Long Term Disability, Short Term Disability and the Leave Services Operation.
A Phi Beta Kappa and Summa Cum Laude graduate of the University of New Hampshire, Barbara is a member of the National Organization of Social Security Claims Representatives, the Disability Management Employer Coalition, and the New England Claim Association.
Director of Finance and Administration
Betsy Lagasey, CPA
Betsy is a graduate of the University of Massachusetts and Simmons College Graduate School of Management. Her financial and technical expertise has been developed in both public accounting and private industry. She is a former senior auditor at Coopers & Lybrand (now PriceWaterhouseCoopers) with an extensive financial service and high technology client base. She has also held management positions at BankBoston and Fidelity Investments and was the owner/operator of TrialMaker Software.

Matthew Pepp
Matt has been working exclusively in the Social Security arena since 2005, and has extensive experience representing clients at all phases of appeal. A veteran of hundreds of SSDI hearings, he is driven by a desire to help claimants individually through zealous and effective advocacy, and to help claimants as a whole through creating efficient and scalable organizational processes. Matt is a graduate of Bradford College and Massachusetts School of Law, and is admitted to the Massachusetts State Bar. He previously held several management positions at The Advocator Group (formerly Crowe, Paradis and Albren).
